Salisbury was given a grant of murage dated 1388.

Semble as Sr's du Parlement q' la demande si est resonable, & pur ce s'il embusoigne soit garrant faie as Mair & Baillifs de mesme la Citee de compeller les rebelx, si nuls y soient: falvant toutdys chescuny privilege.

Comments
In 1381 evil doers came by night and 'broke' a portion of the trench 'then begun'. (CPR 1377-1381 p. 631) Seven years later, after a petition to Parliament, the mayor and bailiffs were authorized to compel all property owners in the city to contribute toward the wide ditches in course of construction (VCH).
I can't find this in PROME. No Close Roll mandates seem to refer to this but the authority of the parliamentary response may have been enough.
