Exeter was given a grant of murage dated 21/10/1342.

Grant to the mayor, bailiffs and good men of Exeter that whereas the king lately granted to them murage for one year, they shall take the same for a second year. By fine of 1 mark.

The third of three one year grants.
by petitioning yet again they were regarded as asking for a favour and were expected to pay extra for it. Why not get a three year grant in the first place? Single year grants are unusual and must have been administratively awkward (Coulson)
