Waterford was given a grant of murage dated 25/4/1243.

This was in the form of:-

Grant to the citizens of Waterford of murage for three years from Michaelmas next, to be applied to the walling of that city and no other purpose by view and testimony of two lawful men to be appointed by the justiciary of Ireland.

Pro civibus de Waterforde.—Rex civibus Waterforde, salutem. Sciatis quod concessimus vobis in auxilium civitatis vestre Waterforde claudende et ad, tuitionem et defensionem ejusdem civitatis et partium circum adjacentium, quod a festo Beati Michaelis, anno etc. xxvij., usque in iij. annos completos, capiatis in eadem civitate consuetudinem subscriptam ponendam in clausuram murorum civitatis ejusdem, per visum et testimonium duorum legalium hominum quos justiciarius noster Hybernie ad hoc assignabit, qui videant quod predicta consuetudo in hoc tantum et in nullo alio ponatur:
scilicet de qualibet nave veniente apud Waterfordam et ferente centum dolia vini, vel plus, duos solidos;
et de qualibet nave veniente apud Waterfordam et ferente minus quam centum dolia, xij. denarios de fretto navis;

Ita quod vos de rebus et mercandisis vestris propriis per eundem terminum eandem detis consuetudinem; et quod occasione hujus consuetudinis post predictos .ij. annos nichil capiatis de premissis, set statim completo termino illo cadat consuetudo et penitus aboleatur. Et ideo vobis mandamus quatinus in auxilium predicte civitatis vestre, tam de vobis ipsis quam de aliis, usque ad prefatum terminum predictam consuetudinem capiatis, sccundum quod predictum est. April 25. 2613. Grant to the K.'s citizens of Waterford, for 3 years firom Michaelmas, a. r. 27, of customs to be applied in inclosing their city with walls, by view of 2 lawful men whom the justiciary of Ireland shall assign for the purpose, as follows, namely :-
From every ship coming to Waterford carrying 100 hogsheads of wine or more, 2s. freight;
every ship carrying less than 100 hogsheads, 12d. freight;
empty ships coming to lade, 12d.;
every hogshead of wine, 1d.;
every hogshead of honey, 2d.;
every thousand of timber for making tuns, 1/4d.;
1,000 boards, 1d.;
every 100 boards for ships. 1d.;
a dicker of dried and cured hides, 1/2d.;
a dicker of tanned hides, 1d.;
a dicker of stags', goats', and horses' hides, 1/4d.;
100 skins of rabbits and sheep, 1/2d.;
100 skins of lambs, kids, hares, and squirrels, 1/2d.;
a timmer {tymbra} of skins of wolves and martens, 1/2d.;
a dozen furs of lambs and a dozen tippets {penularum}, 1d.;
a sack of wool, 2d.;
100 ells of dyed doth, 4d.;
100 ells of canvas, 1/2d.;
100 bundles or bales {capita} of sendal, 2d.;
100 lbs. of wax and pepper, 2d.;
100 lbs. of cummin, 1/2d.;
100 lbs. of alum. 1d.;
a frail of woad de Vermundeis, 18d.;
a frail of woad de Kaam, 9d.;
a hogshead of coals, 1d.;
a weigh of wheat, salt, and iron. 1d.;
one hundred of iron, 1/2d.;
a cartload of lead. 1d.;
a weigh of lard, soap, and butter, 1/2d.;
100 salmon, conger, and mullet. 1d.;
100 hakes, 1/2d;
a mese of herrings, 1/4d.;
a dozen plates and kettles {cauderiarum}, 1/2d.;
each ox, cow, and horse sold for profit, namely, from the buyer, 1/2d.;
and each hog and pig in like manner, 1/4d.
The citizens shall during the above term give the same customs out of their own chattels and merchandise; and at the end of 3 years the customs shall cease and be abolished. Mandate accordingly to the citizens. {Chart., 27 Hen. III., m. 10.}

Subsequent 13th century murage pattern-1233-4, 1236, 1243, each for 3 or 4 years but with lists of tolls becoming longer; then none until the 1290-1, granted for 4 years, in which the 50 year period without grants is used as an argument for renewal of murage 'in order to repair the city walls and gates' (CDI I 2031/3, 2355, 2613 and III 622, 917).
