To the mayor and bailiffs of of the K.'s city of Waterford.
The sovereigns and commonalties of the towns of Kilkenny and Callan have shown to the K. that those towns are parcels of the lordship of the earl of Gloucester; and all merchants and others staying and residing within the said lordship ought to be quit, and are quit within the city of London and elsewhere within Eng. and Ire., from paying any customs or murage on merchandise bought and sold. They and their predecessors enjoyed these liberties from the time of the foundation of the said towns, as they say. Yet merchants coming with their merchandise to the city of Waterford are often distrained unjustly for their merchandise sold in the said city, and the merchandise bought there, for the payment of those customs and murage, to their great damage and contrary to the effect and force of their said liberties, as they assert. Considering the premises, they seek remedy. ORDER not to trouble them, or any others, contrary to the tenor of the said liberties.

Comments
A writ dated the 18th November, 4 Richard II., (a. D. 1380,) enrolled, (Rot. Pat. 4 Richard II. 4 Rich. II. m. 5,) and directed to the mayor, &c. of Waterford, recites that the sovereigns and commonalties of the towns of Callan and Kilkenny had shown to the King, that those towns were part of the lordship of the Earl of Gloucester, and that all merchants and others within that lordship ought to be free of customs and murage for their merchandise, which liberties the said sovereigns, &c. had used from the foundation of those towns; and it was commanded, that they should not be molested against the tenour of those liberties.
